Drawing the Line
Canada has little trouble agreeing that violence and incitement should be punished. The harder question is where the law should draw the line when speech is involved. Offensive words can reveal ignorance, but criminal law has traditionally focused on actions and clear calls to harm others. As Canada debates stronger hate legislation, the challenge is defining that line carefully, because once the definition becomes unclear, the consequences reach far beyond the people the law is meant to restrain.
